Every page selling these products presents one solution, which is the one it happens to sell. There are actually three recognized ways to get a recessed light through a fire-resistance-rated ceiling, and they differ sharply in labor, cost, and how much space they need above the ceiling. Knowing all three is what lets you pick the cheapest one that fits the building you are actually working in.
The Rating Belongs to the Assembly, Not the Fixture
This is the idea everything else hangs on. A fire resistance rating is earned by a complete tested assembly: a specific arrangement of framing, membrane, insulation, and penetrations, tested as a unit under a standard like ASTM E119 or UL 263. No single component carries a rating on its own.
That is why a fixture marked fire rated is not automatically compliant in your ceiling. What matters is whether it appears in a tested design that matches the construction in front of you: wood joist, steel truss, or concrete, at the joist spacing you have. Method One: Build an Enclosure Around a Standard Fixture
The oldest approach is to install a normal recessed fixture and then build a box or tent over it in the cavity, using the same membrane material as the ceiling itself. It works, it uses fixtures you already stock, and on paper it looks inexpensive.
Two things make it expensive in practice. It is slow, because someone has to frame and finish a small enclosure over every fixture. And it needs real depth above the ceiling plane, which a building with shallow plenums or congested ductwork often does not have. On a job with many fixtures, this is usually the method that gets abandoned once the labor is priced.
Method Two: A Luminaire Certified for Rated Assemblies
The second approach is a fixture that has itself been tested and certified for use in fire-resistance-rated assemblies. Inside the housing is an intumescent material that stays inert at normal temperatures and expands into a dense mass once the surrounding air gets hot enough, sealing the opening so flame and hot gas cannot pass into the cavity above for the rated period.

Recessed downlights are not the only fixture that breaks a rated ceiling. A grid ceiling in a rated floor-ceiling assembly has the same issue at every troffer, and the standard remedy there is field-installed tenting over the fixture using the ceiling's own materials.
This is worth taking seriously rather than treating as paperwork.
